Problem with BIOSTAR GF7100P-M7 Motherboard

I had a problem some time ago with the GF7100P-M7 NOT M7S. The computer basically wouldn't boot at all and only the HDD light came on and was solid the whole time the computer was on. We figured it was something to do with the CPU or CPU socket, on later investigation we discovered there was a pin missing from the socket but the CPU wouldn't work in another motherboard anyway.

I replaced both the motherboard and the CPU with Brand new (same model) components. An intel Dual core E5200 and the same motherboard GF7100P-M7. Well now when I boot the computer, to start off with it was only the HDD light on solid, however now the computer turns on, fans, HDD starts whirring, but no lights, no sounds (other than the usual working sounds). No pins appear to be bent in the CPU socket.

Current Configuration:
Biostar GF7100P-M7
Intel E5200 CPU
2x2GB 677MHz DDR2 RAM
500GB SATA Western Digital HDD
80GB IDE Maxtor HDD

Any ideas how to fix or would it be better to just claim on warranty?
