Problem with Another Built Computer...

This one doesn't boot up correctly....

Some old and new parts:
Intel Celeron @1.8Ghz Socket478/fan box
FIC VC37GV Motherboard
128MB DDR 333Mhz PC2700
DVDROM
CDRW
60GB
Floppy

I'm having a boot problem...the board, processor, and one of the cdrom drive turn on but all the others doesn't(HD?-cant tell if its on, FLOPPY, the other CDROM)...I checked the wires...but they seem to be right...also the monitor doesn't boot up either...(integrated)....im also using just 1 wire for a power switch (no led, reset switch, etc. wire)
