Check the instruction of your ISP on how to configure your e-mail account in Outlook Express.
The example you give (pop3.norton antivirus) doesn't seem to be a valid username nor a valid pop3-server.

In OE, choose Tools, Accounts, then select your account, and choose properties. You need to have (in OR5.5 at least, but I don't expect it to be different in other versions):
-a name of your own choosing
-the name you want OE to use as sender of the message
-the email address (like wham1234@yahoo.com)
-a reply address (if different)
-the pop3-server (like pop3.yahoo.com)
-the smtp-server (like smtp.yahoo.com)
-your login name (might be different from the email-address, f.e. cust2617811@yahoo.com, might be different from username in dial-up connections also, depending on ISP)
-the corresponding password, as given by the ISP or changed by yourself
-what connection to use (easy if you've only one)

The remaining two tabs aren't very interesting.

I wonder how 'norton' comes along.
