SAFEMODE REPORTS DUPLICATE HARDWARE
Duplicate entries for your hardware in Device Manager will also cause the types of symptoms you're describing...unfortunately, the normal desktop setting for windows will never show you that. It can only be seen in SafeMode.
Boot into safemode, and go to Device Manager. Click the plus marks in front of all of your hardware and look for identical entries for each piece that you have. (Sometimes you will also find multiple copies and not just duplicates). Any hardware that has more than one copy, click the hardware and click Remove...BUT do this for ALL entries of that hardware and not just the extra one or ones. If you leave one behind, and then reboot, windows will think it's new hardware found and will again put the duplicate entry back in.
Once all entries are removed, reboot with the installation disks for that hardware handy just in case windows upon redetecting it doesn't have the proper drivers for it in its database. Once the hardware is all reinstalled, reboot again.
