problem downloading Excel (.csv formated) files

I am using Windows XP, SP2, Verizon DSL with their external modem and an SMC router. Having just switched from a dial-up ISP to Verizon DSL with MSN Premium, I can no longer download files in Excel-comma delimited(.csv extension) format. I had no problem with the dial-up service. This occurs with two different sevice and financial institution web sites where I have an option to download monthly statements in this format. The MSN file download window that pops up after I click Download, shows, as an example, the file to be saved to my computer is "downloadStatementScreen.htm" which turns out to be a copy of the last web page. Is anyone else experiencing this problem and does anyone have a solution? Is this an MSN, Excel, computer security, modem, or router problem?
