PrintMaster 16 will not install- please help!

I am trying to install PrintMaster 16 for the fourth time now! I am logged in as the owner and have disabled all background programs. The installation goes fine until it reaches "status: updating system, please wait." Then it literally remains inactive for hours. Something is definitely wrong here!

I don't know what to do- please help!

Instead of logging in as the owner, I logged in as the administrator. When I attempted to install the PrintMaster 16, a message popped up saying "1607: unable to install installshield scripting runtime." Does anyone have any suggestions on what to do?
