Isn't the printer in question 16 years old?

Most likely a clogged print head nozzle

Hi Leonard,
This is a common problem and there are several reason why this may occur.

1. Clogged Black print head nozzle.
2. The cartridge is not breathing and so the ink is vacuum sealed and cannot flow easily.
3. The print head is damaged.

If it is simply blocked or clogged then you can use a print head cleaning fluid to dissolve any dried ink which is inside of the print nozzle. Some people even use Windex however it is not recommended as it contains ammonia which may damage the print head.

If the cartridge is not breathing properly check that the breather tape is fully removed and that ink is actually present at the outlet by gently tapping the cartridge on a piece f paper.
