Print Shop 10 can't connect to internet

I am using The Print Shop 10 by Borderbund. I build a web page project.
When I try to use the 'publish to web' option, it never connects.
I get an 'Attempting to connect to the internet' dialoug and after a while
I get 'Failed to establish internet connection. Timed out'
AOL is my ISP.
On the Borderbund support site, I found Technical Note ID: 30527
which says...

Complete this procedure to connect to the Internet using Print Shop

To be able to publish, you have to have a web server that allows such to be publised. I don't see in your post any mention of such a site.

I am trying to post to my AOL members web page area.
members.aol.com/jjjjmorgan or something like that. I was hopeing that print shop would prompt me for where I wanted to publish the document. I never got that far. It only told me it could not connect to the internet (after a minute or so for trying.) I am using Print Shop 10. The current version is Print Shop 20. I suppose if I upgraded to the latest version it may work better. But, I am cheap, I dont want to worry about upgrading all my existing print shop files, and I hoped the software would work as advertised even tho it is old.

It's possible that when PrintShop 10 shipped that it was able to publish to AOL, but AOL has undergone at least 4 transformations so this software might not be able to pull off this trick any more.

But again I think this feature is now dead.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
