Prevent anonymous download and installation on pc

HOW CAN WE PREVENT UNAUTHORIZED OR ANONYMOUS DOWNLOADS AND INSTALLATIONS ON OUR PC. WILL LOCKING THE REGISTRY SOLVE THE PROBLEM?

The entire idea of the Personal Computer was that if I was the user I could do what I want. Later folk wanted some control

This is why Windows began to offer that "Limited User" account. Did you try that?

Giving all accounts a password is a nice way to limit access to those persons you told a password.

Enabling the guest account for everybody except a few trusted users (you make them ordinary user) and a few VERY trusted users (you make them administrator) is a rather good prevention also.
