Press delete to resume on start-up (Bios Problem)

When I turn on the power to the computer, I get a message that says " Press delete to resume" Once I press the delete key it boots up fine. It has never done this before. I loaded a new bios, and it is still the same. I have tried every possible setting in the Bios i can think of. It is a Dell computer and has worked great for years,I also formatted the hard drive and re-load windows XP Pro. same thing, Press delete to resume.
Please Help
The computer is working fine, but for this little problem.
what happens if i remove the bios battery and boot it up. It is a new battery.
is there a config. i am missing

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
