I'm not aware of any *pre-paid* that does not charge for incoming. If you want post-paid w/ free incoming. US Cellular is the only one I know of.
Regarding net ten, I'd probably avoid them as their handsets are mostly overpriced refurbs. Tracfone will likely have a better selection, and give better coverage. Net 10 prices out lower I believe if you use more minutes per month. Over a year Tracfone might beat them since you can sometimes get a cheaper bucket over a year and they don't expire as quickly. First try to get a handle on how many minutes you'll be using each month. I suppose if you're bringing in your own unlocked quad band phone the handset difference won't be much of an issue....
