One thing you need to do, if I am reading your post correctly, is to disable the intergrated sound. This the sound card that is part of the motherboard. I would not think this is causing the current problem, but if you install a sound card and the intergrated sound is still active you will probably have some problems with the sound.
I would uninstall both the sound card and the CD writer to take the system back to the point it was working. Check to make sure it is working correctly. Then install one at the time and bootup to check for problems after each one. This will help pinpoint what problems go with what.

a 6hi-live 6 Channel PCI Pro Sound Card once i did this my problem began. Check the system set up F2 and it shows Memory 640KB with extended memory 79MB and IDE ADAPTER 0 MASTER (C1211MB) and IDE ADAPTER 0 Slave and PLUG N PLAY: YES.INTERGRADE SOUND CARD (ENABLE)
when turn on power my screen goes to choice of safe mode then tells me I need to run windows setup program again may need to reinstall IFSMGR press key to continue but the same message come up again
can you tell me what i need to do
