Power surge on Hub Port

Like many others I do receive the same error of a power surge and I do have SP2. The question I have is this. I can have my printer and wireless keyboard plugged in and they work, still get the error, but they work. When I remove one or both ports and plug in my external hard drive it freezed my computer. Why?

surge usually occurs when there is no power supply with the USB Hub. If this is the case, there isn't enough power to run the HDD's data I/O. It's all in the voltage. All my hubs (8 at last count) have their own PSUs. The voltage from the motherboard may also be a factor.
