what is this and how do I get rid of it??

When exactly does it happen and where does it show what exactly? And what do you do to get out of it again?

It might be a setting in your Windows Surface RT tablet with Windows 8 RT to save power after a certain period of inactivity. Or are you talking about some other device or some other OS? That's not really clear from your post.

happens on my pc at random but after moderate time of inactivity. I have to press the power button to turn off and again to turn on.

This could mean that monitor is turned off to save energy. Or maybe the whole system is going in sleep mode.

Check the energy settings in Control Panel, as shown in http://www.thewindowsclub.com/configure-power-plan-windows-8

Wasn't setting or chaning these settings included in your configuration plan when you started using this new PC? It is with me, as is changing the desktop to my wishes, turning off the startup sound and setting Windows Explorer to show file extensions.
