Power save mode when I boot up/USB ports not working

I have this issue where when I turn on the computer my monitor doesn't turn on, if I unplug the input cord(DVI) and plug it back in then it will say "Entering Power Save Mode), I try to move my mouse and it does nothing, the red light isn't on on the bottom of the mouse, same thing with the keyboard, no power is going to it.

I've tried using different motherboards(Asus P5K Deluxe, ASRock 990FX EXTREME4, and whatever is in the HP). I've also used different GPU'S(AMD R9 250, and some older GPU's that I don't remember the names of, but in total I've used 4 different GPU's).

But on them all the monitor doesn't turn on/display anything, and the USB ports arent receiving a signal for the mouse/keyboard.

Please help, I beg you, I just want to use my computer once again and play my games. Also I have 2 DDR3 Ram sticks that are 8gb each.

Clarification Request
When swapping motherboards.

You can't just boot up Windows and have it work. Windows does not like motherboard changes. When I change motherboards I have to wipe the drive and clean install Windows. I don't know if you knew this.

I doubt this is a windows problem.
If you don't get a bios splash screen your before windows gets loaded.
Unplug all disk and disc.
Remove the gpu.

Power up.
Do the fans spin?
Does the mouse have the red light on the bottom?
What cpu is in this machine?

That's a problem too. Before you wipe drives you have to be able to boot up the usual USB or DVD media to install an OS.

You can't do that yet so it's time to make this machine very small. The least number of parts to get to the BIOS or splash screens. Once you get that you can add more parts.

In short, it's still broken.
