If I buy a powerbank in Canada would it be okay to charge a phone from another country? i.e. Korean,Europe,Hong Kong?

Portable electronics devices are made for such purpose that anyone can carry along anywhere and use as per their need of it.
Possible that your phone comes from the same country that the charger was manufactured in. No worries about using the power bank with your phone. The power banks have to be compatible with the phones sold.
