This is not me fully engaging in every requirement you laid out here but to note something I use on many TVs to get it to fit.
But first I must note I couldn't find the TV make and model so no one can get the manual and use the same words for the adjustment I use on some TVs. So here goes.
Samsung set have a few options such as Just Fit so i try that. On other sets they call these adjustments by other names but time and again I find the consoles rarely need such efforts as you are trying. Good luck in finding more solutions.
Soooo...here's a thing:
I recently bought a used 40 inch LED panel. The only issue were two 3 pixel high rows of dead pixels in the left up corner of the screen.
Dealt with it on my PC by simply resizing the desktop size for a few pixels until I no longer saw those dead pixels in the desktop area. I also own PS3 and PS4, while some applications allow to resize screen area, others do not support it and XMB doesn't support it at all.
I heard that MultiMan homebrew for PS3 has a capability of global screen size adjustment, but I have a 3004B Slim model PS3 so I can't use a CFW on it and MultiMan is not an option.
I've been thinking about streaming PS3 screen to my PC, but the two options are either SONY's remote play software, that to my knowledge doesn't allow you to play actual games or using an external capture card, but both of those methods would incorporate noticeable amount of latency into the mix, which I do not really want.
My TV doesn't have a screen area adjustment option and software is the latest version as far as I can see. The TV is a budget model and not a smart TV either, so options are very limited from the get go.
I started wondering if there is some sort of HDMI receiver that could allow me to adjust screen area directly. I would like to know if something like that exists and if it has a reasonable price(hello, XRGBmini for 300$!). Please, tell me other ways to deal with the problem or recommend such hardware that would help me with this.
P.S. I would also like to know if there is some way to incorporate scanlines on an LCD display for legacy consoles without buying a ******* Framemeister
