Possible GPU Cooling Issues?

So I've put quite a bit of work into my system but for some reason it feels like my GPU (graphics card) still runs hot.

The tower itself is a modded antec p182, the grapics card is slotted into the upper slot. I have fans in the front of the case sucking air in and fans in the rear of the case blowing air out to create a good air flow and even a PCI expansion slot fan below the video card which I had hoped would help.

I would link the pictures but for some reason it's not sending a confirmation email to me (checked spam and everything else, no dice)
as you can tell by my read out, sitting idle the video card runs at a balmy 70 degrees.
I thought some fresh eyes might yield a possible solution to bring the temperature down. I would greatly appreciate it if anyone has any suggestions.

I plan on replacing the paste but that will only change it what 10 degrees at the most which would still be running at 60 degrees idle. I was also pondering changing the heatsink to an aftermarket one while doing so.

Is it's payback is pretty good. Since we always have heatsink compound at the office it's the old toss 2 bucks into the coffee can and we're done. I can't explain why folk hesitate on this one.

other members here in the forums have said that those speedfan readings can be way off and temps should be read a different way.

true, my room is 73 degrees at the moment and speedfan says my cpu temp is 38 degrees, which is well below ambient temperature. that makes me wonder... even idle my gpu says 68 and the heatsinks are hot to the touch...
