Portal to be developed for an NGO

I want to get a portal developed for an NGO. I have no idea as to what platform
would be the best bet for the NGO to develope the site on? Wordpress,
Joomla, Drupal or something else? What feature set and support functionality
sholud I look for? In terms of budget, I have limitations, I can afford a
maximum of 10k. Also, the CMS should be user friendly and should not require
coding for inserting images, etc. i want a discussion forum as a subdomain if
not integrated on the home page itself. As of content, the site will have some
15 static pages, plus the daily/weekly news story uploads.There will be a photo
section that will flaunt images with captions. Would also like to know the
various monetization models.

You or another company? What you're looking for can be done with all three, but if I had to pick one, I'd go with Drupal.

I can help you with this but you are seriously in need of a consultant because I don't think you even know what questions you need to ask. The short version of your question reads like this to me: Develop my business model and then architect a solution to meet those needs for me for free in the CNET forums.
