Sadly I have to write you can't.

I use a few browsers and a few other things yet one site managed to get a popup. This means that while I did my best, the past year got one popup. So that's a failure. Not perfect so it fails your request.

If one popup a year is good enough for you, write back.

My Firefox browser (version 25) in Tools>Options>Contents has a "block popups" setting. Are you saying you don't use Firefox, or have the setting unchecked, or doesn't it work for some sites?

Maybe it works for 95% so you already stop 95% of the popups. Then you only need to find a way to stop the remaining 5%, because you already stopped 'nearly all'.
