Popup blocker message

I have a home built PC w/XP Pro. I am trying to network with Netgear Rangemax Router. When I put in the installation disc I get a message saying it cannot display due to popup blocker or anti spyware. I have turned off everything relating to both, even uninstalled Zone Alarm so going without protection at this time. Restarted PC after doing all of this. Called Netgear and they said to go back to IE 6 because of some issues with IE 7. Also mentioned temp pages. So I deleted everything related to web pages.

Any other suggestions?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
