Poor performance after Windows 10 update.

Today i wasn't able to turn on one game and i restarted my pc, when it was turning on my windows started updating. When it finaly turned on i tried the game (The Crew) but it was running very bad i had 25-30 fps with r7 360, but my friend was getting 50-60 fps with 750 ti. After that i decided to check other games in CS:GO i was getting 30-40 fps on the settings i had 150 before (everything was maxed out), i tried setting everything on low but still got the same result. In League Of Legends i am getting 30-40 fps but earlier i had 200, lowering the setting doesn't change fps at all. Is anyone having similar problems and how can i fix this?

I did turn that off a year ago when i switched over to Windows 10. I found a fix on reddit, this new update capped my fps to 1/2 of my monitor's refresh rate, to fix it i just had to disable Game DVR in Xbox App, tho i don't know why it affected me but not my friends.
