Polyphonic Ringtones

If a phone can play polyphonic ringtones, does that mean it can play MP3 tones as well?

No not necessarily. Some phones support both poly and MP3 like the Motorola V300/V600 and some support poly but do not support MP3, e.g: Nokia 3650. To check out what phones support what go to: http://www.4fones.com/en/specials.htm and have a look.
