Point/Grab Hand

First of all, this 'feature' is a PITA because the hand comes up for no reason, takes over my mouse until it finally settles down and disappears again, and gives no clue about what may have set it off in the first place.

Second....I've been making myself crazy trying to figure out how to toggle off and on the web cam that is on my monitor as hardware. When I got disgusted enough with the 'grab hand' and turned it off today, miraculously, the webcam turned off as well. What has a 'hand' got to do with the camera?
