Remove from power as such, when left in service will cause more parts to need replacement. Some folk don't pull the plug and the news gets expensive as it's more than the bad caps.

I have a 50 inch TV that is experiencing identical capacitor issue symptoms (Delays in turning on, clicking noise, cycling on and off prior to sufficiently powering up with a clear screen and no clicking). The TV meets all descriptions / criteria except one...my Model # is not included in the capacitor settlement that allows for free repairs.
I have spent a couple hours on the phone and online with Samsung with no acceptable resolution.
Just wondering if there is anything further I can do to have my model # added to the settlement or to have a repair authorized out of warranty?
