Pls, help me. How do I disable windows control keys (Ctrl, Alt, Esc) for Win98?

I shall appreciate it so much if anyone could help tell me how to disable windows control keys such as the Ctrl, Alt, Esc, and windows logo keys for windows 98 or WinMe. The reason I want to do this is to stop people (clients) who come to my Cyber-Cafe to browse, from breaking into my computers illegaly without buying "Log-in" tickets; by defeating the billing software I use (Authored by www.easybrowsing.com). I discovered that these offending customers use windows control key combinations to defeat the billing software. Please, I need help quickly as my business is dying owing to the activities of the computer "Breakers" that have infested my cafe.

1. Physically disable (remove for example) the offending keys.
2. Use a program like Keyboard mapper (you might find more if you search, but I've found this: http://www.spinner.nl/products/winmapper/ ). It seems like you can map ctrl, alt, esc-key to anything else (try tab of bell), and disable the windows key. Then assign some secret combination to alt-f4 (=close program, shutdown windows) and see what happens.

But I think you'll need professional software as used in professional Internet cafe's. Windows just isn't build for things like this, it's a personal OS.
Or you might find Linux a much better (and cheaper!) choice for your purposes.
