on new hardware?...and, if so, was it Windows
XP or newer? If so, the infinite boot loop is a common symptom when one does this and it's a result of Windows licensing. It sees the hardware change as a possible act of software pirating. There are workarounds as long as it's a retail copy and not an OEM version.
So here's the situation. I got a new mobo, cpu, and gpu. When I swapped it all over, nothing seemed to work. In the process of ruling out what part was dead, I used my old motherboard and cpu to test the gpu. The gpu, old motherboard, and old cpu worked 100%. It turns out my new motherboard has damaged pins. So in the meantime, I was going to use my old motherboard, old cpu, and new gpu. When I put that all back in my case, it would not power up like before. Everything turns on for about half a second, then shuts off and will continues to try powering on in an infinite loop. I've already taken this apart 3 times, built it out of the case, tried another power supply, and tried all my tech friends, but we are all stumped. Any thoughts
