Please help ! Bottleneck Issue

My rig is as follows:
GPU : Gtx 1050ti 4gb
CPU : i3 4160 @ 3.6
Ram: 8Gb
Psu : 400w

I have been having severe issues regarding my CPU. On every CPU intensive game such as Dota2,Cod Bo4 etc i face cpu bottlenecks. My CPU usage goes to 100% whereas my GPU usage stays at 55-65%
I lower my settings, FPS increases a bit but still stays 35-40 however, i want to game at 1080p high-ultra.

Kindly suggest me a CPU that would pair great and perform under 0 bottle necking.
NOTE: My MOBO supports 4th gen Intel upto i7.

I only use this rig for gaming so please answer from a gamer's perspective.
Any help / recommendation would be highly appreciated.

There is rarely any CPU with "no bottlenecking." About the i5 2500 you could push a trio of GPUs around given the right motherboard so first I'll compare your i3 to the 2500 then will need that Web Speccy report to see if there's other issues.

http://cpu.userbenchmark.com/Compare/Intel-Core-i5-2500-vs-Intel-Core-i3-4160/m517vs2816 shows that was not that far behind my i5 2500 standard for a gaming rig. Let's check out this PC for other issues.
