PLEASE HELP

I am posting from my office computer because I am having trouble at home.
I cannot get any thing to start. I click on IE nothing happens, I click on control panel nothing happens, I try to open windows explorer nothing happens. I have tried re-installing from my xp disc and it hasn't fixed the problem. I have Norton Utilities on my computer and have run every test and fix they offer and nothing has fixed the problem. I am at my wits end. What can I do, the real weird part is that I can open some applications, and windows seems to be working over all, but something stops it from opening some of the vital parts of it and without them I don't know how to even look for the problem or get rid of it.

Imagine that this title could be used by everyone. Use care when composing your posting. Also, read the "Tip: If you are asking for help to troubleshoot a computer-related problem, please be sure to include all the necessary information (ie: operating system, model number, hardware, software, etc) that will help others identify your problem for a speedy resolution."

1. Frankly, Norton Utilities on XP rarely solves an issue your could have not solved with the native tools.

2. Not a mention of any prior history or if the new machine did this from day one.

3. "re-installing from my xp disc and it hasn't fixed the problem." seems rather drastic and if a new XP install is so ill behaved, it points to hardware issues or some software that is add after the working install. Some might try an in-place install, but this was not mentioned.

In the end, we are left with more questions about your issues and a comment from me to take a little time in composing your Subject title since it could help attract forum readers to read the title and think "I know about that." "Please help" and such will not convey much.

I apologize, this was my first post here and I am in a panic with the machine. I will take time to put together a better post and post the problem again. Thanks for your help.
