Please help

When i start up my (brand new) pc i get a black screen that says bla bla bla, warning, system boot fail. your last system boot fail or post interrupted please enter setup to load default AND reboot again.
so, i enter setup, press setup defaults, save, restart machine
now, machine restarts, and goes to a blue screen that says, setup is being restarted (i was previously trying to reinstall windows xp)
after the blue screen, it goes black and then restarts itself, then to the blue screen again, then black, then restart.
i have tried almost everything, trying to get this thing to work again, i am starting to think there is something seriously wrong with it.
any help or suggestions would be greatly appreciated

Wipe the drive clean...

I'm not sure why you needed to reinstall Windows on a brand new computer, but regardless the installation process as encountered a glitch and is unable to complete. Since your goal is to simply start over I would download DBAN and use it to wipe the drive clean, an then use the recovery system to reinstall Windows. DBAN wll wipe everything off the drive, including the files from the previous failed installation, so you can start completely fresh.

You will indeed need to restore the computer. You must do a destructive restore if it has a recovery partition or if you just have a windows disc you will need to run that and delete the existing partition and then do a normal(non quick) format and install of your OS. If you get a blue screen again within a few days I'd say you have a bad hard drive then. You can also download tools to diagnose the hardware such as the ultima boot disc which is a free download.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
