I'm not sure why you needed to reinstall Windows on a brand new computer, but regardless the installation process as encountered a glitch and is unable to complete. Since your goal is to simply start over I would download DBAN and use it to wipe the drive clean, an then use the recovery system to reinstall Windows. DBAN wll wipe everything off the drive, including the files from the previous failed installation, so you can start completely fresh.

When i start up my (brand new) pc i get a black screen that says bla bla bla, warning, system boot fail. your last system boot fail or post interrupted please enter setup to load default AND reboot again.
so, i enter setup, press setup defaults, save, restart machine
now, machine restarts, and goes to a blue screen that says, setup is being restarted (i was previously trying to reinstall windows xp)
after the blue screen, it goes black and then restarts itself, then to the blue screen again, then black, then restart.
i have tried almost everything, trying to get this thing to work again, i am starting to think there is something seriously wrong with it.
any help or suggestions would be greatly appreciated
