can you give us a for instance.

Where are you finding these .pkg files that you feel are important and what are you doing with them when you download them?

Just installed Shockwave

Once you have opened the .dmg file, there should be a new icon on the desktop, Adobe Shockwave 11.

When you double click that, you see the Install Shockwave Player 11_Slim UB.pkg file. There is NO downloading to do, everything needed is inside that package.

Double clicking that starts the install program.

Exactly what happens when you double click the .pkg file?

Have you checked in Console to see if there is anything showing up in the system logs?

Have you tried Repairing Permissions? Sometimes this will help

Interesting

Did you try the permissions repair?

Have you been doing any "cleaning" or "Tidying" lately?

If all else fails, you may have to resort to an Archive and Install if it is not possible to reinstall just the installer app.

Google for a copy of Pacifist which may allow you to install just the Installer.app
