Incorrect spyware removal might be the cause. Usual programs to repair the situation are:
- WINSOCK2FIX (only for Windows 98, ME)
- WINSOCKXPFIX (only for Windows XP)
You can use google to find where to download them.

I did a repair installation on saturday ie 02-19-05 after which he cannot access the webpages
He cannot browse with IE,MSN browser or NETSCAPE and says had lot of spywares and tried cleaning them
He gets a valid ip address 126.96.36.199 also Default gateway is 188.8.131.52
He can ping Default gateway,google by ip address but not by name and gets the mesage "ping request cannot find host" and also cannot ping DNS server
He put me on hold and called the ISP and told him that there are some registry keys which if was reset can fix this issue(even though he cannot ping with DNS server)
started dns client service,flushdns,started dhcp client
