are there any programs out there that allow you to find the date that the photo taken from say a digital camera?

All digital cameras embed a lot of information in the image file. This is called EXIF information. It includes the date and time the photo was taken and a great deal of information about the camera settings at the time the photo was taken.
Most photo software programs include a method of reading this information.
This may work too:
Right click on the photo file.
Click Properties.
Click the Summary tab
If you don't see the info......click the Advanced button.

Be sure to download the "plug-ins" too.
With Irfanview....
Open photo
Click Image
Click Information
Click "EXIF info" button (lower left corner)
If you do not see such a button, that means there is no EXIF information in that photo.
That means:
Some photo manipulation software was used on the photo and it removed the EXIF information.
