Picture folders

When I open my picture folders and do anything with the pictures, after the laptop is rebooted all of my wife's folders are open on her desktop. We are using Windows 7 . Why is this happening?

I realize that I wasn't clear about my problem. We have 1 laptop running Windows 7. When I logon as a user , and open my pictures, everything is okay. When my wife logs on as a user( after rebooting ) all Her picture folders are open on her desktop area of the same laptop.

Windows does have a feature to remember things.

at some point she choose to have a folder as her backdrop instead of a single image.
