Can someone tell me where I can get a free program so I can take a picture and make it look funny or cartoonist? If no free one gives me the pay one hope it doesn?t cost a lot thanks

Take the picture

Take the picture and double click on it. A photo editing program will open it for you. You can then edit the picture to suit your needs. If that program isn't what you are looking for, right click on the picture, choose open with, and open the program with paint.

The GIMP

Frankly, The GIMP which is found on google.com or other search engine has far too many features and plugins for me to write about here. But the price is free and as such you can explore if some effect is what you wanted.
