''Pics in message could not be found''

In Windows XP Pro with SP2, when I try to send a message with a picture in the main body of the message, such as forwarding a letter with a picture in it I get the message''One or more of the pictures in this message could not be found. When you send this message these pics will not be included.''
This does not happen when the picture is sent as an attachment. I have unchecked ''Block images'' option in the Tools >Options>Security section. I suspect this is a problem associated with SP2 but I am looking for a remedy. I receive these pictures OK but cannot send them unless I save them in a file and attach them to my letter. Suggestions appreciated
