PIC RESIZING OPTIONS

after i first installed XP, when i sent a picture by email, i was always asked if i wanted to make the picture smaller, or resize it to my liking. I no longer see that option, and I have no idea why. I'm assuming its because of some program I've installed thats preventing it, but for the life of me, I cant figure it out. ANY HELP OUT THERE? thank you!

Maybe that option exists if the folder is within the My Pictures set of folders. I've noticed that when I create a desktop folder that contains photos, I seem to have a different (more limited) set of options. Try copying the photo to My Pictures and see if that choice is there.
