Photo scanning software recommendations

I've decided to take another shot at scanning some old photos onto my HD, do some editing and organize them. Some time back I looked at Paint Shop Pro and Adobe Elements but was just overwhelmed by them, so I'm looking for something simplier and free. I'm using an HP Evo 325 with Win XP Pro. I looked over some of the programs in the in the digital photo section but from the descriptions I'm not sure which fits my needs.

Basically I don't like the scanning software that came with my scanner, so I'm looking for something to take over that along with cleaning up the photos and possibly stitching some of them together. I had read some things about Picasa and it seemed worth a try but I would still need a program for scanning. One thing I've had in mind is a program that would allow me to take what I've written on the back of the photo and place it as a caption below it so that when I share it with someone they have all the important info.

I hope I've given you enough info to provide me with an answer.
