Phone Dialler

I have a Samsung Galaxy Tab® 4 with a sim card slot, there was no dialling app on the apps, I have downloaded one but it does not work, The tablet has an AT&T logo on startup, we do not have that provider here and use our local provider, would this (At&T ) prevent a dialler being installed, I can get wi fi no problem.

I looked that model up and found a tablet.

I didn't find one with a cellular phone option.

You might have to stick with VOIP options like WhatsApp or similar.

Thanks for the info, I have a tab 3 which has a dialler and just assumed that the tab 4 would as I could not find a Tab 3 at the time. Yes I guess WhatsApp or Skype and Messenger are worth a try.
