Can you petition a hard drive after the oprating system and more have been installed?

Congressman can be petitioned, so can the court, but a hard drive?

One can partition a hard drive after an OS install with tools such as Partition Magic.

Yes you can partition a drive after the operating system is installed, but you will need a third party application to accomplish it, Partition/Boot Magic is the usual application used to accomplish this task, though I usually partition all of my hard drive prior to installing anything on them.
