Personal Emergency Response Systems

Do some systems today combine Cell Phone Tech and GPS?
I've seen PERS which only work outside with a clear view of the sky. They work through NOAA and seem to be for dangerous outdoor activities. Other devices like Mobile Medical Alert devices can call 911 and also locate you. Lexus "Enform" says it's GPS but you can use it where Sirius Satelite Radio (in the same car) won't work i.e. down 2 levels in a big city garage. You can talk to an agent, get directions downloaded to the car etc.
This is confusing to me. Does Lexus use a "hybrid" GPS/Cellular system? I'd llike to purchase a Medical Alert device that will communicate with Emergency Service and also be able to locate me if I am unable to talk to them. I have an old-fashioned flip-phone and it's not internet connected so perhaps I'm behind the times but will a SmartPhone enable EMS to locate me if I'm unable to speak?

There are some new products that combine GPS and Cellular technology. For instance, I know Verizon specifically sells such a device. I have a friend who uses the very same device that is in the form of a pendant, but I don't know what is called. Good luck.

Hi, I am looking for a home security system. While searching online, I found Home Automation System by Think protection in which they offer smart locks and thermostats. All the updates can be get through smart phone, the price range seems to be justifiable and the features also are good. What are your opinions on it- http://www.thinkprotection.com/products/think-home-automation/. Anyone have other suggestions?
