Is is setup secure like our forum advocates?

I just want to know if my wife and I are the only ones, or whether our experience is S.O.P. We have DSL through AT&T, a wireless B router in the attic and two or three computers in the house. Generally any speed check with the usual suspects will show between 800 and 1500kbps down and 300 to 400kbps up. This is fine for us, we aren't downloading movies or anything like that.
But in the evenings, the whole Internet seems to slow to a crawl. If we click on a link or enter a URL from either computer, there's a blip on the flashing icon as something goes out, but then the browser will just sit there... and sit there. Sometimes it takes a minute or more for the page to even start loading, but when it does begin it seems to come in quickly. If things seem to be 'stuck,' clicking the red X to stop the browser and then refreshing or re-entering will sometimes cause things to happen fast. But there are other times when it just sits... and sits.
Since performance can be fast during light-traffic times, I think this just must be Internet congestion and not anything we are doing wrong. Is this typical, or maybe does my ISP not have the priority that another provider could give? I'd be interested in any comments or experiences.
