Pentium 4 641 showing up as lower speed

Hi, i recently purchased a new e machines desktop with the intention of adding a new pci-e graphics card, and adding two 1 gig sticks of ram. As I was running the crucial system scanner to order the memory, I noticed it said my cpu was running at 2.4ghz. I found this strange as the cpu is supposed to be 3.2ghz, so I downloaded CPU-Z. Same thing. Does anyone know why this might be happening?
Model is E Machines T5088.

check CPU-Z's Processor name and specification to determine your real CPU. speedstep dynamically slows down your core speed to reduce heat.
