PCL commands HP deskjet 940c

I have basic knowledge of using some of the PCL commands, but does anyone know if there is a way to power the printer on or off using software? When I print from XP if the power is off it will come on. I would like to have this feature in one of my software apps (An old BASIC program that I still need to use). I would then assume that there is a corresponding way to power it off as well. Any help would be appreciated!
