My brother's W10 Dell Inspiron laptop was like that. I made another W10 recovery USB stick with my W10 Dell Inspiron and used that to do a full recovery. Before that we used a Linux bootable OS to look around the HDD for files. You don't have to learn Linux.

My PC won't start after a power outage. it's a Dell desktop running Windows 10. At the Dell logo screen it says "diagnosing your computer" then after some time it goes to the automatic repair screen that says "Restart" and "Advanced options" When I click on "restart" it just goes back to the same screen that says diagnosing your computer and I'm back to square one. When I click on "advanced options" a screen comes up that says "Choose an option". Nothing happens when I click on the options listed and then eventually the screen goes to a blue blank screen and still nothing. I hope I gave enough information for someone to try and help me.
