pc won't restart

up until a few days ago my computer was working fine. I haven't upgraded anything and haven't removed anything. I just turned on the computer and it hung on the windows splash screen. So I tried restarting the computer but didn't get a response. The computer was on, the fan was working, but nothing would show up on the monitor. I reset the BIOS and the computer started so I tried to boot it up in safe mode but I hung on that too. And when i tried to restart it, same problem, nothing shows up on the screen. I tried to do a system restore and even a fresh windows installation, but they require a restart and the computer just stops responding every time I try to restart it. I thought it was a hardware problem but there have been no hardware changes. I can only get the computer to work once, so I can't even restart it. The computer won't run after a restart, so I have to reset the BIOS every time I want the computer to work. How can I fix this? Any ideas? Thanks.

Replace the CMOS battery.

cpu: AMD Athlon XP 2700+
mobo: FIC AU31
1st hard drive: Western Digital 80g Prodigy
2nd hard drive: Seagate Barracuda 250g
ram: 2x 512mb kensington DDR PC333
video card: nvidia geforce 6200 (AGP)
psu: Bestec 250W

I bought the computer a little over 3 years ago and have add the two sticks of ram, the video card, the 2nd hard drive, and a dvd burner. This is the first time this has ever happened.
