PC won't boot up unless in SAFE MODE

i'm having a problem with my pc. i went to start it up this morning and it keeps shutting down the system at the windows screen and restarts. i then disable the option to restart on system failure. a message on a blue screen would come up when the system failed saying it shut it down. then it said this 'IRQL_NOT_LESS_OR_EQUAL'. after that part it basically said there was a problem. try restarting and you i got he screen again then to try uninstalling any new software or hardware that might fix the problem. it also said to disable any BIOS caching or shadowing. along with that it said i could try starting in SAFE MODE. it works in safe mode, but of course i want it to work normally.
is anyone aware of what this problem might be? i am going to run my antivirus software to see if there is a virus. but something tells me it is more than that. any help will be much appreciated.

Safe Mode

Remember that when booting in safe mode, Windows only loads essential drivers and services. Because your computer functions normally in safe mode, there is a service, device driver or application at the root of your problem. Have there been any changes to your computer recently? Open Event Viewer to check the event logs for errors. From control panel, administrative tools, choose Event Viewer. Post again if you need more help.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
