pc with tv as moniter and surround sound

what i am wanting to do is hook up my pc to my tv and my tv to a surround sound system. i would use the tv as the moniter and surround sound as speakers. i dont mind buying a nivida (and nivida only) graphics card i am currently looking at the evga gf 7300 gs with 256mb for 130 found here: http://shop2.outpost.com/product/4752709?site=sr:SEARCH:MAIN_RSLT_PG

the question i have would be what accessory would i need for the sound to go to the tv and the surround sound? i found the e-mu 0404 witch is a pci extension that i think might help me hok my pc to my tv ( http://shop2.outpost.com/product/4122143?site=sr:SEARCH:MAIN_RSLT_PG

well, after this mispelled rambeling ill get to my questions, would my graphics card output sound? do i need a video card? is there some av jacks that i can hook up? will i need to buy a new tv? (mine is pretty old) it has s-video and av jacks for ''in'' and video av jacks and audio av jacks for out. this is an old sony trinitron (probly 97 ish).

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
