PC will not "see" Toshiba usb HD

E-machine D 3123 - xp home - sp3 no longer sees toshiba HDDR160EO3X.

Power surge required new power pack {?}. Grandson replaced fried unit [300] with another [250] which has no usb ports. I am not quite sure what those # are. The Toshiba was unplugged on surge.

PC could only see Toshiba in usb ports in original power pack before the surge.
When I first plugged it in I got "problem installing - device may not work correctly etc."

It works on my laptop and all usb ports work.

I removed all existing usb ports and tried each. No device shows in hardware manager and no yellow ? that I can find. It works in my laptop. Really want it back as all my backup is on it. Thanks in advance
