Input - output

Depends on the grafic card in your PC, VS the types of inputs on the Plasma.
Most PC's have a 15pin VGA connector, or DVI.
Most Plasma's have one or the other, or in some cases both.

DVI or VGA?

As stated earlier it depends on the video card in your computer and the connections available on the TV.

You say it is a new HD plasma, so I will assume it has HDMI and/or DVI inputs, so;

If your PC has DVI output use the DVI connection. If your TV has HDMI and no DVI, use a DVI to HDMI cable,

If your PC only has VGA and your TV has a VGA input, use the VGA. If your TV does not have a VGA input, you will need a trans coder from VGA to DVI or one of the available inputs on the TV.

In general the hierarchy of preference would be;

1. HDMI
2. DVI
3. Component
4. VGA
5. S-Video
6. Composite
7. RF

If you can respond with the capabilities of the PC and TV, someone can give you more specific recommendations.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
